The skill only has the second function. The first function is possible without the skill.

See above. You don't need the skill to do that. The skill in NO way effects where the BPO may be. None at all. Only where 'you' may be (without it you must be within 3000m of the lab, but you can still put on jobs that have the BPO in an office in the same system as the POS).

F^^^^^ TBO say if level 1 allows to start it from STATION not a POS then why to hell LVL2 doesnĘt allow to start from a different systems I donĘt care as long as itĘs clearą and to avoid confusion I love this game!!! 
Level 1 does NOT allow you to start it from a station. It allows you to start it from within the same solar system (you personally) that means inside the station, or undocked in a belt etc.
The BPO can be at the station even WITHOUT the skill. (you personally have to be at the POS, but not the BPO).
The BPO's possible locations are never effected by the skill at all.

It's not a bug. The skill is not supposed to affect the BPO location.
Without the skill YOU personally must be at the POS. Within 3000m of the lab. You can use the S&I window to put on the job though.
It wouldn't make any sense if one level of the skill affected the possible BPO location but the next level didn't. |

Really? So you could have a BPO in the corp hangar of an Orca and start research on it at a POS in the system? And then what happens if the Orca flies to another system?

Nope. Only Two locations. The lab itself, or in a corp office in system.
Can't be in another POS structure, carrier hangar or cargo or anything like that.

Yep, even though you don't 'have' to have it, it's still very useful to have, saving you the undock/travel to POS time. |
